Shin Your frame is an early one (pre 41) by the neck casting but I suspect it is 1939 or 1940 and not 1938. It has had some repair at the top motor mount and has had the dash neck casting welded back on. The welding of the tubes at the top of the seat post appears to be original and fits in with post 1938 frames.

The rear rocker box is 1942 or later also.

Frames weren't welded until October 1944. Your frame had been chopped and since has been poorly restored.
