There is a beautiful naked gal under the frumpy clothes.
My guess is that she's pouring out a measure of carbide granules to add to the light.

The motorcycle is a 1916 H-D full electric model, and you'll notice the front spark plug has been removed. Carbide lights were more of a pioneer era accessory and were quickly replaced by Prestolite pressurized acetylene tanks as that system was cleaner, and safer. The attached picture is of a 1911 Flying Merkel that has the early carbide water drip tank. Love the motorcycle, and the girl.
