1978 BMW-Belguim Police?

My friend has a 1978 R100RS-has RT fairing & different seat-has a kick starter-how do I tell if it started life as a Belguim Police-Serial No is 78 R100RS-6092804. Anybody have a clue to serial ID or other ways to identify. That number is on frame-engine & title.
