I have a late 49 to early 50 Panhead Frame that does not have a Tool Box Strap on it. It also appears that either it never had one or whoever took it off did one hell of a job not grinding down into the frame tubes. My question is has anyone ever seen an early Pan Police Bike that didn't have the Strap and Toolbox? Police application is the only reason I can think of why a Frame might not have one other than someone removing it? Thanks, ??
