Transfers

What is the scoop with the water transfers? I have heard that you could get docked for clear coating over them but yet, if you don't, they peel off in no time. What is the proper or at least acceptable way of application that is acceptable for judging?

In the paint discussion "paint clear coat" thread. Two light coats I think was OK. If you need "days" for dry time. So be it. Don't rush it. Transfer must be dry.
